Abstract

This document, addressed to the subedāras Balabhadra Khatrī and Dharmānanda Khavāsa, is a set of directives regarding the regularization of the porters and the functioning of hulāka stations for western part of Nepal covering areas between Dharmathalī in Kathmandu and the Jamuna River in Kumaun. Synopsis

This document, addressed to the subedāras Balabhadra Khatrī and Dharmānanda Khavāsa, is a set of directives (savāla) regarding the regularization of the hulāka stations in the area between Dharmathalī in Kathmandu and the Jamuna River in Kumaun.

The savāla contains sixteen directives with declarations such as the exemption of hulāka porters from certain mandatory labour and taxes, the allocation of a certain number of porters for each post, a prohibition on the misuse of porters, the maintenance of fortresses and bridges, the keeping of records of army personnel at different camps, the inspection of ammunition factories, and the keeping of records of ammunition transferred between areas. It also identifies nine regional offices as responsible for the proper organization of the hulāka system throughout the western part of Nepal, namely Pokhara, Pyuthana, Salyan, Dullu-Dailekh, Achham, Doti-Dipayal, Almora, Srinagar and Dun.


Commentary

The intitulatio (praśasti) of the original document has been left out in this copy. Also the date is missing. However, the date can be determined as VS 1866, as the document belongs to a bundle of other documents from that year. The document, therefore, was issued by King Gīrvāṇayuddha Vikrama Śāha probably in consultation with Bhīmasena Thāpā.
